Import PV-agent bundle

Paste or upload a PV-agent evidence bundle (ippan.pv.evidence_bundle.v1) — either a bare bundle or the { bundle, signed_payload } import wrapper. AgentOS validates it and, when the signed canonical bytes are supplied, cryptographically verifies the Ed25519 signature.
